May 23, 2025, Skopje – The National Electricity Market Operator – MEMO Ltd, Skopje, officially issued today the first Guarantees of Origin for electricity to AD ESM. This document certifies that the electricity covered by the Guarantees of Origin comes from a renewable energy source.

The Minister of Energy, Mining and Mineral Resources, Sanja Božinovska, handed over the Guarantees of Origin certificates to the General Director of AD ESM, Lazo Uzunchev.
At the meeting held at MEMO, which was attended by MEMO’s CEO Zoran Gjorgjievski and representatives from the leadership of both ESM and MEMO, it was emphasized that this marks a significant step and confirms AD ESM’s commitment to sustainable production and transparency in electricity supply.
Minister Božinovska stressed that the guarantees will enable a transparent and sustainable energy market and serve as proof for consumers that the energy they are using comes from renewable sources.
“This is an important reform, and I congratulate ESM, as the first Guarantees issued refer to electricity produced by the hydroelectric facilities of AD ESM, which utilize clean and renewable water energy,” said Božinovska, highlighting that this step represents progress in Macedonian green transition, aligned with European standards and goals for sustainable energy development.
Uzunchev expressed satisfaction and emphasized that receiving the first Guarantees of Origin is a significant moment for the company and the energy sector in the country.

“This is proof of our ongoing efforts to produce electricity in an environmentally friendly way and our commitment to the green transition. The guarantees will provide our customers with certainty about the origin of the energy they purchase and will contribute to raising awareness of the importance of renewable sources,” said Uzunchev.
With the certificate issued by MEMO, every electricity buyer on the Macedonian electricity market will have clear and reliable confirmation that they are purchasing energy produced from environmentally sustainable sources.
Gjorgjievski emphasized the symbolic importance of issuing the first Guarantees of Origin to AD ESM, pointing to the state’s exceptional dedication to an independent, stable, and energy-sustainable future. He also acknowledged the full support and commitment of the Ministry in establishing the system for Guarantees of Origin as part of the country’s green energy transition. As a token of appreciation, he awarded a certificate of gratitude to Minister Božinovska for her efforts to help the Macedonian electricity market continue its growth into a transparent, harmonized, and modern energy market.

“According to the plan, MEMO implemented the Guarantees of Origin system in cooperation with Grexel, a leading European company in this field. The Guarantee of Origin is an electronic document that provides consumers with clear proof that a certain portion of the electricity they use is produced from renewable sources. Many companies are already in the process of joining the Register of Guarantees of Origin, and as a responsible operator, we are actively working on issuing, recording, and recognizing them. This is a significant step toward greater transparency and trust in the origin of electricity,” stated Gjorgjievski.
The Rules for Administering the Guarantees of Origin, adopted by MEMO, are aligned with the Energy Law, the Decree on Guarantees of Origin, and the standards of the Association of Issuing Bodies (AIB). These rules are also harmonized with the principles of the European Energy Certificate System (EECS) and, together with MEMO’s efforts to become a full member of AIB, will ensure full acceptance in the European market.

At the meeting, the management of AD ESM emphasized that the company is continuing its intensive efforts to increase electricity production from renewable sources, including the construction of new wind farms and photovoltaic power plants. The company will also work on obtaining Guarantees of Origin for these sources, thus contributing to a greener and more sustainable energy future.
By establishing the Guarantees of Origin system, North Macedonia is making a significant step forward toward greater sustainability, competitiveness, and trust in the energy sector, providing added value for both producers and consumers of electricity.
